COVID-19 Information

*** Effective Sunday, June 12 at 12:01 a.m. EDT, the CDC rescinded its Order requiring all airline or other aircraft passengers to show a negative COVID-19 test result or documentation of recovery from COVID-19 to board any aircraft destined to the United States from a foreign country.  Of note, CDC’s Order requiring proof of vaccination for non-U.S. citizen nonimmigrants to travel to the United States is still in effect.  For more information see Requirement for Proof of COVID-19 Vaccination for Air Passengers.

Country-Specific Information

  • The Department of State has issued a Level 1 Travel Advisory recommending that U.S. citizens exercise normal precautions in Romania due to COVID-19. The Centers for Disease Control and Prevention (CDC) has issued a Travel Health Notice for Romania due to COVID-19, recommending that U.S. citizens do not travel to Romania due to a high level of COVID-19 in the country. Your risk of contracting COVID-19 and developing severe symptoms may be lower if you are fully vaccinated with an FDA authorized vaccine. Before planning any international travel, please review the CDC’s specific recommendations for fully vaccinated and unvaccinated travelers.
  • Since February 26, 2020, Romania has confirmed 2,823,415 cases of COVID-19 within its borders. There are 64,749 confirmed deaths related to COVID-19.

COVID-19 Testing

  • Are either PCR or antigen tests available for U.S. citizens in Romania? Yes.
  • If so, are test results reliably available within one calendar day? Yes.
    • The list of accredited facilities in Romania certified for RT-PCT COVID-19 testing can be found on the website of the Romanian Ministry of Health at http://www.ms.ro/centre-testare/. These facilities will prioritize tests for hospitalized patients, individuals suspected of being infected with COVID-19 and individuals who are in a high risk group. Depending on their availability, they may perform testing on demand and may set the cost of the tests performed on demand. The cost of COVID-19 testing on demand varies between $15 – $70 and is paid for by the U.S. citizen.
    • Test results are delivered by email and text message. Positive test results are also included in the database of the Romanian Department of Public Health.

COVID-19 Vaccine Information:

  • Has the government of Romania approved a COVID-19 vaccine for use? Yes.
  • Are vaccines available in Romania for U.S. citizens to receive? Yes.
    • COVID-19 vaccines are available for U.S. citizens with legal residence in Romania who are old enough to receive an approved vaccine.
  • Which vaccines are available in Romania? The government of Romania has approved the Pfizer-BioNTech, Moderna, AstraZeneca and Johnson & Johnson COVID- 19 vaccines. Additional information is available here.
  • The government of Romania launched an online platform dedicated to the vaccination campaign, where people can find information about the vaccination centers and will be able to register themselves for taking the vaccine. U.S. citizens with legal residence in Romania can schedule an appointment for vaccination with the call center at 021 414 44 25 or online on the ROVACCINARE platform. The registration may also be done by a family physician.
  • Visit the FDA’s website to learn more about FDA-approved vaccines in the United States.
  • The United States Government does not plan to provide COVID-19 vaccinations to private U.S. citizens overseas. Please follow host country developments and guidelines for COVID-19 vaccination.

Entry and Exit Requirements

  • Are U.S. citizens permitted to enter? Yes.
  • Is a negative COVID-19 test (PCR and/or serology) required for entry? No.
    • Regulations continue to change so before traveling to Romania, please consult your airline as well as the Embassy of Romania in Washington, D.C. (here) or in the country of your departure for entry requirements.
  • Are health screening procedures in place at airports and other ports of entry? No.
  • The Government of Romania released guidance with regard to visa and resident permit validity.   Visitors are also encouraged to contact the Romanian authorities for any questions regarding their specific circumstances and interpretation of this guidance, the application of which rests solely under the purview of local authorities.

Movement Restrictions

  • Is a curfew in place? No.
  • Are there restrictions on intercity or interstate travel? No.

Quarantine Information

  • Are U.S. citizens required to quarantine? Yes.
    • There are some exceptions but in general, U.S. citizens must quarantine (if they test positive for COVID-19 or were in close contact with people who test positive for COVID-19).
    • Travelers with requests for temporary suspension of quarantine due to special circumstances should contact the county Public Health Department’s office.

Transportation Options

  • Are commercial flights operating? Yes.
    • European national carriers have resumed flights to airport hubs with connections to the United States, but some countries may require a negative COVID-19 test in order to enter or transit. For additional information on travel restrictions when departing from Romania, travelers may consult the Ministry of Foreign Affairs website here.  A schedule of flights is available on the website of the Otopeni “Henri Coandă” International Airport.
  • Is public transportation operating? Yes.

Fines for Non-Compliance

  • The following penalties apply for violations of local rules and restrictions:
    • Fines of 10,000 – 20,000 lei ($2,200 – 4,400) for violation of isolation or quarantine measures.

Consular Operations

  • American Citizen Services:
    • The Consular Section is offering special consular services for U.S. citizens, such as online prison visits, death services, victim assistance, welfare and whereabouts assistance, as well as citizenship services.
    • We can offer a limited number of appointments for Consular Reports of Birth Abroad and U.S. passport applications requiring personal appearance at the embassy. The U.S. Embassy in Bucharest also resumed processing mail-in routine renewal passport applications with appropriate form of payment (U.S. Postal money order, or cashier’s check issued by an American bank.)  Please click here for instructions for mail-in passport applications.
    • U.S. embassies and consulates are still able to print emergency passports with limited validity.  If you have an immediate need to travel and have a confirmed flight to the United States, please email AcsBucharest@state.gov and request an emergency passport appointment.
    • At this time, we can only a limited number of notarial services. You may like to consider Remote Online Notarization (RON) as a resource. U.S. Embassies and/or Consulates do not provide remote notarial services. However, this method of notarization currently is permitted in some form in many U.S. states. Refer to your specific State Notary Handbook (generally available online) for more information. Remote Online Notarization allows notarial acts to be completed using audio-video communication with notaries public from the United States, including acts where the signer is located outside the state in which the notary is authorized to operate.  Many states have put into place emergency measures to allow for RON.  Contact your state’s public notary authority for more information on RON. Alternatively, you may wish to inquire if notarization by a local notary public in Romania followed by an authentication with an Apostille is acceptable.
  • Visa Services:
    • Currently we accept emergency appointment requests for essential travel. We will not consider requests for appointments for holidays, vacation, family visits, routine business meetings, etc.  Essential travel is considered work in support of critical infrastructure in the United States, or a life or death health emergency.
