ENTRY REQUIREMENTS FOR U.S. CITIZENS

U.S. citizens can stay in Romania without a visa for up to 90 days in any 180-day period. For more detailed information on entry requirements, please visit:

COVID-19

As of 25 February 2022, Decision no. 9 from the National Committee for Emergency Situations exemption from quarantine requirements travelers arriving in Romania from Ukraine by land, including those who are traveling through Moldova. These travelers will be exempted from the 5-day quarantine measure that applies to other travelers who arrive in Romania without proof of vaccination, proof of recovery or a negative COVID-19 test.

PETS

The border post at Halmeu is best equipped to process travelers with pets. This border post is open 24 hours a day.

The border post at Siret may agree to accept travelers with pets on a case-by-case basis. This border post is also open 24 hours a day.

With a few exceptions, your pet can travel with you to another EU country or from a non-EU country to an EU country if it has:

  • been micro-chipped (in line with the technical requirements of Annex II of the EU Regulation on the movement of pets) or has a clearly readable tattoo if applied before 3 July 2011
  • been vaccinated against rabies
  • had treatment against the tapeworm Echinococcus multilocularis, where your destination area is free from this tapeworm (Finland, Ireland, Malta, Norway, and Northern Ireland)
  • a valid European pet passport, when travelling from an EU country or Northern Ireland to another EU country or Northern Ireland or an EU animal health certificate, when travelling from a non-EU country

ROAD BORDERS

  • All foreign national drivers in Romania are required to have an international driver’s license.

RAIL

ENTERING THE U.S. AFTER DEPARTING UKRAINE

The U.S. Centers for Disease Control and Prevention (CDC) has exercised its enforcement discretion to allow certain persons from Ukraine to travel to the United States without a pre-departure COVID-19 test. Additionally, the Department of Homeland Security (DHS) has determined that it is in the national interest to permit the entry to the United States of certain individuals traveling from Ukraine without showing proof of COVID-19 vaccination prior to traveling to the United States.
